A training course for managing relief operations in humanitarian crisis
Course overview
Seventh H.E.L.P. training course in Japan will be held in Kyushu in August/September 2016. This is a multicultural and multidisciplinary learning experience created to enhance professionalism in humanitarian assistance conducted in emergency situations. Humanitarian workers and researchers are encouraged to participate to this two-week advanced training course to develop their capacity in the management of health intervention during disasters, conflicts and other complex emergencies.
The course was created in 1986 by the International Committee of the Red Cross (ICRC), in partnership with the World Health Organization and the University of Geneva. Since then some 170 H.E.L.P. courses have taken place in 25 countries with participation of around 4,000 health professionals and aid workers. In Japan, Japanese Red Cross Kyushu International College of Nursing (JRCKICN), Japanese Red Cross Society (JRCS) and the International Committee of the Red Cross (ICRC) jointly organize the course.
Objectives
To train professionals in the principles and practice of humanitarian action in response to disasters and major health crisis, with a focus on health needs, public health and health care responses, humanitarian law and ethics and contribute to academic training, research and development, in humanitarian action and health crisis.
At the end of the course, the participants will be able to describe essential public health, health care, management, legal and ethical issues and approaches in humanitarian action, in order to make relevant and ethical decisions.
Contents
The course provides the public health tools necessary for making appropriate decisions in emergency situations involving large populations. The focus is on needs assessment, context analysis, planning and evaluation of activities, and on humanitarian principles and ethics in the practice of humanitarian action. The main topics include: economic security, water and habitat, environmental health, communicable diseases and epidemiology, and other subjects. It contains the Red Cross and Red Crescent Movement wide field experiences shared by the Japanese Red Cross Society.
During the course the participants are encouraged to share their field experiences. The course prepares the ground for common approaches to public health among humanitarian organizations, thus contributing to better programme coordination in emergency operations.

Date and Venue
The course will be held from August 29th to September 9th, 2016. Lectures and group works begin at 9:00 a.m. and last until 5:30 p.m. from Monday to Friday.
The course will be held at the campus of Japanese Red Cross Kyushu International College of Nursing, located in Munakata City, Fukuoka Prefecture in Kyushu island of Japan.
Participants
The course is intended first and foremost for health professionals: doctors, nurses, health workers, environmental health engineers, epidemiologists, and public health officers. Other professionals holding decision-making positions in assistance or emergency programs are also welcome.
As held in Asia, the course in Japan will give priority to Asian candidates, particularly those working in countries affected by conflict or natural disasters.
Language
Working language of this course is English.
Course Material
Comprehensive course materials in soft copies will be provided to all participants as a part of their enrollment fee.
Credits and Certificate
A H.E.L.P. certificate is awarded upon completion of course requirements.
Costs
Course fee is JPY 60,000, which must be paid in Japanese Yen. This does not include travel, accommodation and other miscellaneous costs.
Grants
Financial assistance could be made available to a limited number of applicants from a none-member country of OECD. Please request the detailed information from the H.E.L.P. Secretariat.
Accommodation
Accommodation is at the ‘Global Arena’ facility located 3km from the course campus. The facility offers private rooms and various recreational activities. Wi-Fi Internet connection is available. Room rates are:
Single room with private bath / toilet, without breakfast
JPY 7,560 per night
Single room with common shower room and toilet
JPY 6,804 per night

Booking of the accommodation can be done through H.E.L.P. Secretariat. Breakfast and dinner are available at the Global Arena with reasonable prices. Lunch will be available in the campus dining- hall from Monday to Friday. Free shuttle bus service is arranged between the college and the Global Arena during the course.
Insurance
H.E.L.P. Secretariat will arrange the travel insurance for each participant in advance.
Application Procedure
The number of participants is, in principle, limited to 25.

Upon the selection of participants, applicants will be informed the result by email.
